women, youth and Persons with Disabilities and other vulnerable groups through enhancing access to financial facilities for socio-economic development, promotion of enterprise and provision of basic social services at the counties.<\/span><\/p><p class=\"MsoNormal\" style=\"margin-bottom: .0001pt; text-align: justify; line-height: 115%;\"><span lang=\"EN-US\" style=\"font-size: 12.0pt; line-height: 115%; font-family: Poppins;\">\u00a0<\/span><\/p><p class=\"MsoNormal\" style=\"margin-bottom: .0001pt; text-align: justify; line-height: 115%;\"><span lang=\"EN-US\" style=\"font-size: 12.0pt; line-height: 115%; font-family: Poppins;\">The establishment of the Fund signifies the Government\u2019s commitment to implementing the provisions of the Constitution of Kenya in promoting the rights enshrined in the Bill of Rights in line with the global, regional and national policy instruments that prescribed to leaving no one behind.<\/span><\/p><p class=\"MsoNormal\" style=\"margin-bottom: .0001pt; text-align: justify; line-height: 115%;\"><span lang=\"EN-US\" style=\"font-size: 12.0pt; line-height: 115%; font-family: Poppins;\">\u00a0<\/span><\/p><p class=\"MsoNormal\" style=\"margin-bottom: .0001pt; text-align: justify; line-height: 115%;\"><span lang=\"EN-US\" style=\"font-size: 12.0pt; line-height: 115%; font-family: Poppins;\">In particular, Article 27 on equality and freedom from discrimination, provides for right to equal treatment including right to equal opportunities in political, economic, cultural and social spheres. <\/span><\/p><p class=\"MsoNormal\" style=\"margin-bottom: .0001pt; text-align: justify; line-height: 115%;\"><span lang=\"EN-US\" style=\"font-size: 12.0pt; line-height: 115%; font-family: Poppins;\">\u00a0<\/span><\/p><p>\u00a0<\/p><p class=\"MsoNormal\" style=\"margin-bottom: .0001pt; text-align: justify; line-height: 115%;\"><span lang=\"EN-US\" style=\"font-size: 12.0pt; line-height: 115%; font-family: Poppins;\">27(6) obligates the State to take measure, including affirmative action programs and policies designed to redress any disadvantage suffered by individuals or The Fund\u2019s objective is to provide for:<\/p><ol><li>Enhancement of access to financial facilities for Affirmative Action Groups (AAGs)-Economic Empowerment Funds which supports Group and SACCOS for table- banking;<\/li><li>Support of value addition initiatives by Affirmative Action Groups.<\/li><li>Socio-cultural development and nurturing of talent for Affirmative Action Groups including promotion of music, arts and sports.<\/li><li>Enhancement of access to services to survivors of gender based violence, female genital mutilation, child marriages or forced marriages through establishment of rescue centres and legal aid centres and other similar facilities.<\/li><li>Support to AAGs with bursaries and scholarships to access training and education opportunities;<\/li><li>Establishment of drugs and substance abuse rehabilitation and counseling centres in conjunction with the relevant government agencies;\u00a0<\/li><li>Conduct Civic Education and community sensitization on National Government Affirmative Action policies and programmes and<\/li><li>Any other function necessary to give effect to the provisions above.<\/li><\/ol>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t<div class=\"elementor-element elementor-element-42fca83 e-flex e-con-boxed e-con e-parent\" data-id=\"42fca83\" data-element_type=\"container\">\n\t\t\t\t\t<div class=\"e-con-inner\">\n\t\t<div class=\"elementor-element elementor-element-5b223eb e-con-full e-flex e-con e-child\" data-id=\"5b223eb\" data-element_type=\"container\">\n\t\t\t\t<div class=\"elementor-element elementor-element-c606b2e elementor-widget elementor-widget-visaland-heading-title-widget\" data-id=\"c606b2e\" data-element_type=\"widget\" data-widget_type=\"visaland-heading-title-widget.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\r\n\t\r\n\r\n\t<div class=\"section-title\">\r\n\t\t<span class=\"wow fadeInUp\"><\/span>\r\n\t\t<h2 class=\"title-anim\">\r\n\t\t\tACHIEVEMENTS\t\t<\/h2>\r\n\t<\/div>\r\n\r\n\t\r\n             \r\n\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-9e5678a elementor-widget elementor-widget-text-editor\" data-id=\"9e5678a\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>Since the inception in 2014\/15 FY the Fund has cumulatively disbursed Kshs.14.6 B to the 47 counties to support affirmative action groups initiatives. \u00a0Through the disbursed funds, the Fund has implemented the following projects and programmes;<\/p><p>\u00a0<\/p><ul><li>Bursary and Scholarship -Supported <strong>217,543 vulnerable students and special needs <\/strong>children and <strong>28,258 trainees in technical and vocational institutions<\/strong> in the 47 counties.<\/li><li>Women Economic Empowerment<strong>: 18,592 Women groups and 128 Women owned<\/strong> SACCOs funded for enterprise development activities.<\/li><li>Value Addition Initiatives: <strong>12,460 groups provided<\/strong> with funds to support various value addition income generating initiatives.<\/li><li>Establishment of <strong>Gender Based Violence Rescue Centres- <\/strong>establishment of GBV Rescue\/ Shelters and empowerment Centres for survivors in <strong>Eight (8) Counties<\/strong>; Kiambu, Bungoma, West\/Pokot, Migori, Meru, Kisii, and Vihiga.<\/li><\/ul><p>NB\/Nairobi, Mombasa and Taita Taveta GBV Centres\/Reporting are currently under construction<\/p><ul><li>Alcohol &amp; Drug Abuse Rehabilitation Centres- establishment of 2 ADA Centres in Turkana and Nandi Counties.<\/li><li>Establishment of a Disability Rehabilitation and Resource Centre in Kajiado County<\/li><li>Affirmative Action Groups SACCO Support- Kakamega County Maendeleo SACCO started in 2017\/2018 FY as an initiative of Affirmative Action Groups with a membership of 5,000. NGAAF grants of Ksh Ksh.25, 710 048.00. The SACCO has grown the capital to Ksh 80,000,000 with increased Sacco to 10,327 members out of which 58 are persons living with disability aggregated as follows.<\/li><li>Countywide projects- 50% of the funds disbursed to counties under Countywide component was utilized for various projects as indicated below;<\/li><\/ul><ul><li>Borehole Construction- A total of 60 boreholes constructed in Kakamega, Kirinyaga and Uasin Gishu counties.<\/li><li>Supported 296 community groups with motorbikes for business start-ups and to facilitate their income generating activities.<\/li><li>Supported groups with 176 incubators for poultry\/ keeping as a way of enhancing incomes and ensuring food security.<\/li><li>Supported PWDs with 777 wheelchairs, 498 walking aids to enhance their mobility.<\/li><li>Supported 31 community groups with posho mills as a way of processing unga.<\/li><li>Supported AAGs with 758 sewing machines<ul><li>Food and security pillar of the Big 4 Agenda, NGAAF has supported various food security initiatives which include;<\/li><\/ul><\/li><li>Milk coolants to women Cooperative societies in Narok and Kajiado counties 599 farmers provided with certified maize seeds and fertilizers in Kericho and West Pokot;
