About NGAAF

The National Government Affirmative Action Fund (NGAAF), successor to the Affirmative Action Social Development Fund (AASDF) is a Semi-Autonomous Government Agency (SAGA) in the Ministry of Gender, Culture, The Arts and Heritage was enacted through a Legal Notice No. 24 of the Public Finance Management act, 2012 and published on 13th February 2015.  The Fund is governed by the Public Finance Management Act, 2012, the Public Finance Management (National Government Affirmative Action Development Fund), Regulation, 2016.

 

 

 

The creation of the Fund arose from the imperative to drive social and economic transformation within the affirmative action groups thereby bridging the poverty gap and advancing gender equality and equity. The core mission of the Fund revolves around empowering historically marginalized individuals for self-reliance.

    To facilitate social-economic empowerment of affirmative action groups through financial and social support for inclusive and sustainable development.
    Empowering for Self-reliance

The primary objective of the Fund is to empower the Affirmative Action Groups namely; women, youth and Persons with Disabilities and other vulnerable groups through enhancing access to financial facilities for socio-economic development, promotion of enterprise and provision of basic social services at the counties.

 

The establishment of the Fund signifies the Government’s commitment to implementing the provisions of the Constitution of Kenya in promoting the rights enshrined in the Bill of Rights in line with the global, regional and national policy instruments that prescribed to leaving no one behind.

 

In particular, Article 27 on equality and freedom from discrimination, provides for right to equal treatment including right to equal opportunities in political, economic, cultural and social spheres.

 

 

27(6) obligates the State to take measure, including affirmative action programs and policies designed to redress any disadvantage suffered by individuals or groups because of past discrimination.

Our Core Values

Equity

The Fund shall endeavor to observe fairness and a balance in the distribution of resources and benefits accruing from the Fund’s programmes and projects among all the affirmative action groups. The Fund seeks to model fairness and justice in the community.

Gender Equality

The Fund shall endeavor to ensure equal treatment including the right to equal distribution of benefits and opportunities between women and men, while recognizing that women and men have different needs and that these differences should be identified and addressed in a manner that rectifies the imbalances between the genders

Dignity

The Fund shall recognise, respect, and protect the inherent dignity and the equal and inalienable rights of each and every person. It shall listen to and acknowledge concerns, making people feel their opinions are valued and speaking to them on an equal level.

Innovativeness

The Fund is committed to fostering an enabling environment that encourages innovation, creativity, and continuous learning to achieve efficiency and effectiveness in service delivery.

Self-reliance

The Fund is committed to fostering an environment that ensures affirmative action groups are able to realise their highest potential and abilities to get things done.

Accountability

The Fund is committed to good governance, integrity, transparency, and prudent use of public resources. It shall also ensure openness, inclusivity, and public participation in its financial matters.

Objectives and Purpose of the Fund

The purpose of the Fund is to complement the National Government programs on affirmative action. The Fund’s objective is to provide for:

  1. Enhancement of access to financial facilities for Affirmative Action Groups (AAGs)-Economic Empowerment Funds which supports Group and SACCOS for table- banking;
  2. Support of value addition initiatives by Affirmative Action Groups.
  3. Socio-cultural development and nurturing of talent for Affirmative Action Groups including promotion of music, arts and sports.
  4. Enhancement of access to services to survivors of gender based violence, female genital mutilation, child marriages or forced marriages through establishment of rescue centres and legal aid centres and other similar facilities.
  5. Support to AAGs with bursaries and scholarships to access training and education opportunities;
  6. Establishment of drugs and substance abuse rehabilitation and counseling centres in conjunction with the relevant government agencies; 
  7. Conduct Civic Education and community sensitization on National Government Affirmative Action policies and programmes and
  8. Any other function necessary to give effect to the provisions above.

ACHIEVEMENTS

Since the inception in 2014/15 FY the Fund has cumulatively disbursed Kshs.14.6 B to the 47 counties to support affirmative action groups initiatives.  Through the disbursed funds, the Fund has implemented the following projects and programmes;

 

  • Bursary and Scholarship -Supported 217,543 vulnerable students and special needs children and 28,258 trainees in technical and vocational institutions in the 47 counties.
  • Women Economic Empowerment: 18,592 Women groups and 128 Women owned SACCOs funded for enterprise development activities.
  • Value Addition Initiatives: 12,460 groups provided with funds to support various value addition income generating initiatives.
  • Establishment of Gender Based Violence Rescue Centres- establishment of GBV Rescue/ Shelters and empowerment Centres for survivors in Eight (8) Counties; Kiambu, Bungoma, West/Pokot, Migori, Meru, Kisii, and Vihiga.

NB/Nairobi, Mombasa and Taita Taveta GBV Centres/Reporting are currently under construction

  • Alcohol & Drug Abuse Rehabilitation Centres- establishment of 2 ADA Centres in Turkana and Nandi Counties.
  • Establishment of a Disability Rehabilitation and Resource Centre in Kajiado County
  • Affirmative Action Groups SACCO Support- Kakamega County Maendeleo SACCO started in 2017/2018 FY as an initiative of Affirmative Action Groups with a membership of 5,000. NGAAF grants of Ksh Ksh.25, 710 048.00. The SACCO has grown the capital to Ksh 80,000,000 with increased Sacco to 10,327 members out of which 58 are persons living with disability aggregated as follows.
  • Countywide projects- 50% of the funds disbursed to counties under Countywide component was utilized for various projects as indicated below;
  • Borehole Construction- A total of 60 boreholes constructed in Kakamega, Kirinyaga and Uasin Gishu counties.
  • Supported 296 community groups with motorbikes for business start-ups and to facilitate their income generating activities.
  • Supported groups with 176 incubators for poultry/ keeping as a way of enhancing incomes and ensuring food security.
  • Supported PWDs with 777 wheelchairs, 498 walking aids to enhance their mobility.
  • Supported 31 community groups with posho mills as a way of processing unga.
  • Supported AAGs with 758 sewing machines
    • Food and security pillar of the Big 4 Agenda, NGAAF has supported various food security initiatives which include;
  • Milk coolants to women Cooperative societies in Narok and Kajiado counties 599 farmers provided with certified maize seeds and fertilizers in Kericho and West Pokot; 155 farmers provided with certified coconut seedlings in Kilifi and avocado tree seedlings in Nakuru in 2021/22 FY.
  • 4,600 farmers supported with indigenous vegetables in Kakamega in FY 2021/22.
  • 224 groups were supported in Poultry farming
